I feel like Santa Barbara is just outside the radius FWIW. (Except for perhaps headliners, who have a much bigger radius.) I recall festival acts playing shows in Santa Barbara and even San Diego long before Coachella would ever sell out.

But, yes, once Coachella started to sell out regularly Goldenvoice relaxed a bit and started to host some of the festival acts in a series of local shows. Part of it must be financially motivated, but there is also an argument that big festivals with radius clauses take work away from smaller local venues, and this is a way to try and counter that. Lollapalooza does something similar in Chicago.
