I don't know if Skylined meant another specific Woodstock video but the old entire set is still out there (but region blocked):

I don't think this has been found online before. It's pretty similar to Leicester but definitely unique, not mislabeled. This brings our total number of '95 recordings from 3 to 4!

Nice find. That's from 1997 or earlier. Still projecting over all their equipment.

Definitely 1995. You can date most sets by the tracklist which stays roughly the same per year. They play Life is Sweet in this set, which they had abandoned by 1996. And in 1996 they started playing Dig Your Own Hole tracks.

The Starship Universe sign looks like a sign for the tent/stage rather than the name of the festival. That's my guess anyway. You can also see that the sign has sponsorship from MUZIK magazine which ran from 1995-2003. All of their back issues can be viewed online HERE.
Issue No1 actually has the Chems on the front cover. The interview inside was reproduced by The Guardian newspaper last year to mark the Chems 20th anniversary. There is no mention of this festival in the interview.
I'm guessing that MUZIK probably would have mentioned/reviewed this thing at some point, so if you're really keen, you could probably look through all of the issues until you find it...

That's interesting. Maybe it's worth a try contacting ARTE, the French and German TV collaboration that broadcasted this. Maybe they still have it in their archieves or at least know its date and specific festival name.
